12th  General Meeting in Munich

On the occasion of his retirement Dr. Blume-Beyerle invited the general meeting to Munich Town Hall. At the meeting, the regular board elections were held. Dr. Schairer (City of Stuttgart) was re-elected as first chairman. The second will be chaired by Dr. Keller (City of Dusseldorf). A change is also occuring in the office, the management is given over from Dr. Heinzelmann to Ms Rau. Dr. Tillmann Schulze by the Swiss company Ernst Basler + Parter AG presented the Assembly the concept of "Safe Cities", which shall enable cities to prepare for future security issues. Another main topic was the expertise "Security for accommodation of refugee people in community facilities", which had been created by Prof. Dr. Schubert of the Cologne TH for DEFUS.

 

11th  General Meeting in Stuttgart

On October 30, 2015, the DEFUS members meeting was held in Stuttgart Town Hall. The city of Karlsruhe was admitted as a new member. Prof. Dr. Haverkamp was invited as a guest and she reported on the current research project VERSS (Equitable distribution of safety in the city), in which DEFUS is involved as an associated partner. Following up it was discussed about the current situation regarding the accommodation of refugees in cities. In addition, aspects of situational crime prevention were on the agenda, because of an international conference, which will take place in April 2016, co-organized by DEFUS. Following the meeting, a visit of the Stuttgart-21 exhibition took place.

 

10th General Meeting in Frankfurt/Main

The DEFUS members met for their 10th General Assembly on the edge of the 20th German Congress on Crime Prevention. This took place in Frankfurt on June 8 and 9, 2015. Among other topics, information was given about the European security research and current projects in which DEFUS is involved.

 

9th General Meeting in Düsseldorf

On the 14th of November in 2014 the members of the German Forum visited the subway tunnel of the "Wehrhahn-Line" in Düsseldorf which is currently under construction. Dr. Stephan Keller, deputy mayor in charge of justice, order and traffic, addressed the meeting. The discussion was about an initiative to found a national center for crime prevention. This idea was presented by its initiator, Mr. Erich Marks, Executive Director of the German Congress on Crime Prevention (GCOCP). Another key aspect discussed in the meeting was the new regulation on prostitution and its effects on the local administration.

 

8th General Meeting in Karlsruhe

This General Meeting of DEFUS was held during the 19th German Congress on Crime Prevention on 12/13 May 2014 in Karlsruhe. Central Point was the exchange about currently ongoing as well as planed projects of the members.

The regular elections of the executives were conducted at the meeting. The current executive board was reelected: the city of Stuttgart for first chairmanship, represented by the Deputy Mayor for Safety and Order Dr. Martin Schairer, and the city of Munich for deputy chairmanship, represented by the Kreisverwaltungsreferent Dr. Wilfried Blume-Beyerle. The cities of Leer and Heidelberg were re-assigned with the cash desk checkout. 

Concurrent the Member Assembly of the European Forum for Urbane Security took place on the occasion of the 19th German Congress on Crime Prevention. More information about the published open letter from Efus-members to the representatives of the European institutions as well as about the whole event are available on the efus-website.

Vivid exchange of information happend at the information stand at the exibition of the congress. Guided tours in english and french language were offered for the international guests, to explain the offers of about 170 presenting organisations.

 

7th General Meeting in Leer

The 7th General Meeting of DEFUS was held in Leer, Ostfriesland [Eastern Frisia], in November 2013. The representatives of the member municipalities of various German cities exchanged views on questions of regional security.

Possibilities of alcohol prevention as well as problems of extensive alcohol consummation were intensely discussed and vividly illustrated by a poster exhibition by the Crime Prevention Council of Leer.

Besides, appreciation was shown for the DEFUS members Munich and Göttingen and their winning of the award in the nationwide competition Vorbildliche Strategien Kommunaler Suchtprävention – Alkoholprävention im Öffentlichen Raum [Exemplary Strategies of Communal Addiction Prevention – Alcohol Prevention in Public Space].

 

 

6th General Meeting in Bielefeld

The 18th German Congress on Crime Prevention involving the DEFUS General Meeting took place in Bielefeld on 22/23 April 2013. DEFUS and EFUS presented themselves at the Congress via a shared information desk.

Climax of the General Meeting was the joint signing of The Manifesto of Aubervilliers and Saint-Denis. Main topic on the agenda was the municipalities’ way of dealing with migration from South-Eastern Europe. 

                

 

5th General Meeting in St. Denis, France

The 5th General Meeting of DEFUS took place within the context of the EFUS conference “The Future of Prevention” on the occasion of the 25th anniversary of the European Forum in St. Denis, near Paris, in France, on 12 December 2012.

Part of the conference was an exchange of information on the current activities and projects of all EFUS members as well as a discussion on the structural development of the European Forum. Moreover, DEFUS and EFUS cooperatively held a workshop on safety-audits, programmes and evaluations. 

   

 

4th General Meeting in Munich

The 17th German Congress on Crime Prevention took place under the heading “Sicher leben in Stadt und Land” [“Living safely in urban and rural areas”] in Munich on 16/17 April 2012 and hosted the 4th General Meeting of DEFUS.

The elections of the executives were conducted at the meeting. The current executive board was reelected: the city of Stuttgart for first chairmanship, represented by the Deputy Mayor for Safety and Order Dr. Schairer, and the city of Munich for deputy chairmanship, represented by the Kreisverwaltungsreferent Dr. Blume-Beyerle. The cities of Leer and Heidelberg were re-assigned with the cash desk checkout.

Major topic of the General Meeting was the method “Communities That Care (CTC)”. This US-American method was tested in a pilot experiment by the Crime Prevention Council of Lower Saxony in the cities of Göttingen, Hanover and the Emsland. 

 

 

3rd General Meeting in Heidelberg

On the occasion of their 3rd General Meeting, the DEFUS representatives met in the council chamber of the city hall in Heidelberg on 30 November 2011. The state capital of Düsseldorf and the city of Göttingen were officially accepted as DEFUS members.

Prof. Dr. Hermann from the University of Heidelberg provided information on the current development and extensions of the Heidelberger Audit-Konzept für urbane Sicherheit (HAKUS) [Audit-Concept for Urban Security of the City of Heidelberg].

 

 

 2nd General Meeting in Oldenburg 

The 2nd General Meeting of DEFUS took place within the context of the 16th German Congress on Crime Prevention in Oldenburg on 21 May 2010. Ulrike Fritsche (Ministry for Social Policy, Women, Family, Health and Integration of Lower Saxony) and Prof. Dr. Herbert Schubert (Fachhochschule Köln) gave account on the newly developed Niedersächsisches Qualitätssiegel für Sicheres Wohnen [Lower Saxonian Quality Seal for Safe Living] and its first awardees. 


    

1st General Meeting in Mannheim 

The 1st General Meeting of DEFUS took place in the townhouse of Mannheim on 29 November 2010. Safety-Audits constituted the main topic at this very first meeting. Prof. Dr. Dieter Hermann from the Institute for Criminology of the University of Heidelberg presented the Heidelberger Audit-Konzept für urbane Sicherheit (HAKUS) [Audit-Concept for Urban Security of the City of Heidelberg] while the mayor of the city of Stuttgart Dr. Martin Schairer presented the regularly conducted citizen survey of the city of Stuttgart.
